Rule 11
Provisions related to National Identity Card for minors
: (1) The father, mother, guardian or guardian of a minor who wishes to obtain a national identity card for minors shall submit an application to the local authority in the format as per Schedule-5, attaching the following documents and details:-
(a) Birth registration certificate, (b) Father's or mother's national identity number or citizenship certificate.
(2) Notwithstanding anything written in clause (b) of sub-rule (1), in the case of a person who is unable to submit the identity number or citizenship certificate of the father or mother due to the fact that both the father and the mother are not found or have died, when applying for a minor national identity card, such person shall be a Nepali national. In order to obtain the certificate of citizenship, the documents required to be submitted according to the prevailing law must be submitted. (3) If an application is received according to sub-rule (1), the local authority shall conduct the necessary investigation and send it to the department along with its recommendation and the department shall issue the minor national identity card in the format as per schedule-6.
(4) When the person issuing the minor national identity card requests an identity number while registering the birth, the department shall issue the minor national identity card by mentioning the same number in case the identity number is not received during the birth registration.
(5) When issuing a minor National Identity Card, a record of the following details shall be kept in the National Identity Management Information System:-
(a) Name, Surname,
(b) Date of Birth,
(c) Place of birth,
(d) Gender,
(e) Nationality,
(f) Identification Number,
(g) Photo,
(h) Biological details (only electronic (digital) photograph in case of minors who have not completed ten years of age and other biological details in case of minors who have completed ten years of age) (n) Contact phone number,
(k) contact email address,
(l) Name of father, mother,
(d) Baje, the name of Bajei,
(d) Name of guardian or guardian, if any,
(n) Birth Registration Number and Date of Registration, R
(p) Issue date and issuing authority of minor national identity card.
(6) According to sub-rule (3), the minor national identity card issued to a minor under ten years of age shall be valid for a period of five years and if such identity card is needed again, a report must be submitted to the local authority along with the complete minor national identity card for its renewal.
(7) If an application is received in accordance with sub-rule (6), the local authority shall carry out the necessary investigation in this regard and send it to the department with a recommendation to renew the national identity card of the minor if deemed necessary.
(8) _If there is a request for renewal of the minor national identity card according to sub-rule (7), the department shall provide the renewed minor national identity card after updating the photograph and biological details as per clause (h) of sub-rule (5).
(9) In accordance with sub-rule (8), when renewing the minor's national identity card, the details department shall update it in the national identity management information system.
(10) According to this rule, a person who has obtained a minor national identity card shall be deemed to have automatically canceled his/her minor national identity card after attaining the age of sixteen. But ID number will not be cancelled.
